Speaker Biography

Anthony P. Ruffini, Esq., is a United States Postal Inspector assigned to the New York Division of the U.S. Postal Inspection Service (USPIS). He investigates mail theft, check fraud, financial crimes, and related criminal activity, drawing on more than 17 years of federal investigative and law enforcement experience. His work focuses on identifying complex fraud schemes, developing prosecutable cases, and coordinating investigations across jurisdictional boundaries.

Before joining USPIS, Ruffini served as a Special Agent with the Treasury Inspector General for Tax Administration (TIGTA), the U.S. Food and Drug Administration Office of Criminal Investigations (FDA-OCI), and the U.S. Department of Agriculture Office of Inspector General (USDA-OIG). His assignments have included financial fraud and criminal conspiracy investigations, consumer protection matters, and joint task force operations. While at TIGTA, he served on a task force investigating the theft and fraudulent negotiation of U.S. Treasury checks, an area of expertise he continues to apply at USPIS.

His investigative experience includes Operation Grand Champion, a multistate dogfighting investigation that led to federal prosecutions and the rescue of 66 dogs, and an FDA-OCI investigation involving the fraudulent marketing of apricot seeds as a cancer treatment. Across these matters, he has worked with prosecutors and federal, state, and local law enforcement partners to turn extensive evidence and complex records into clear investigative findings.

Ruffini also serves as a liaison with the U.S. Coast Guard law enforcement interagency community and mentors newer investigators. He has represented USPIS at the International Association of Financial Crimes Investigators (IAFCI) conference, where he presented on Treasury check fraud and investigative trends.

In addition to his investigative career, Ruffini previously served as Regional Counsel with the Federal Emergency Management Agency (FEMA) and as a commissioned officer in the United States Coast Guard, holding operational leadership and law enforcement responsibilities. He earned his undergraduate degree from St. John’s University and his Juris Doctor from New York Law School, graduating cum laude from both. He is admitted to practice in New York and New Jersey and before the U.S. District Courts for the Eastern and Southern Districts of New York.

For the Association of Certified Fraud Examiners, Ruffini brings a practitioner’s perspective to USPIS’s mission and the evolving trends in mail theft, stolen checks, and related financial fraud
