Audits and Investigations: Making Horse Sense
The
New York State Racing and Wagering Board’s Audits and Investigations
Unit utilizes the services of specialized Racing Investigators and
Financial Auditors to investigate allegations of horse racing misconduct
and fraud. Joel Leveson, Director of Investigations, and Patrick Wade,
Associate Accountant, discuss how investigative work in the field and
forensic auditing complement, and sometimes complicate, the
investigative process.
Case
Study: The Breeders Cup Pick 6 Scandal
The
Breeders Cup Pick 6 Scandal was the largest attempted sports fraud in
United States history. Joel Leveson and Patrick Wade will detail how
three fraternity brothers capitalized on inherent flaws in the
computerized bet processing system and weak internal controls to nearly
walk away with $3.1 million.
About the Speakers:
Joel
Leveson, Director of Investigations
Joel
Leveson has been the Director of Investigations for the New York State
Racing and Wagering Board for the past 12 years. Mr. Leveson oversees a
staff of 12 investigators at NY’s eleven thoroughbred and harness
racetracks. Mr. Leveson is an expert in equine doping investigations.
Mr. Leveson has 40 years of experience in the equine industry as a show
jumper, trainer, and teacher of equitation. His experience also includes
thoroughbred race horse breeding, training, and sales. Mr. Leveson
oversees applicant license background investigations, prohibited
practices of licensees, including hidden owner and trainer-ship, teller
misconduct, post race drugging of horses and a myriad of other rule
violations.
Patrick Wade, Associate Accountant
Patrick Wade has worked for the New York State Racing and Wagering Board
for almost nine years. Mr. Wade has held the positions of Racing and
Wagering Investigator, Senior Accountant and Associate Accountant. Mr.
Wade specializes in investigations involving wagering anomalies,
financial background investigations of key employees and compliance
audits. Mr. Wade was the Lead Investigator in the investigation of the
Breeder’s Cup Pick 6 Scandal. He has appeared in several television
documentaries about the case. Mr. Wade has a Bachelors of Science in
Accounting degree from the University at Albany-SUNY. |
